President Donald Trump’s plan for ending the war in Ukraine would cede land to Russia and limit the size of Kyiv’s military, according to a draft obtained Thursday by The Associated Press.

Russian President Vladimir Putin said on Friday that Moscow had received the U.S. proposals for peace in Ukraine and that the plan could be the basis of a peaceful resolution of the conflict.

“For any plan to work, it needs Ukrainians and Europeans on board,” EU foreign policy chief Kaja Kallas said at the start of a meeting in Brussels of the 27-nation bloc’s foreign ministers.
